Finance Manager

POSITION DUTIES AND QUALIFICATIONS 

SUMMARY OF DUTIES:

Manages financial, internal audit or tax audit operations. Supervises employees conducting financial and audit assignments and the completion of corresponding statements and reports. Prepares, analyzes, reviews, monitors and/or forecasts citywide or departmental budgets and financial and operational data.  Provides financial and audit guidance to employees within the organization, business owners and employees who contract with the City. 

DUTIES AND RESPONSIBILITIES:*

The Business Services Department is hiring for multiple Finance Manager positions. Please see information below regarding each position:
 

The Satellite Finance Manager is responsible for providing support, reporting, and analysis related to the City of Tucson's public safety finance and budget.
 

The Grants Finance Manager is responsible for financial system functions related to grants city-wide. This position monitors grant activity within the City's ERP system. In limited cases, this position is responsible for grant reconciliations and processing drawdowns. 
 

The Central Finance Manager is responsible for providing support, reporting, and analysis related to City of Tucson high priority federal items. 
 

The Shared Services Finance Manager is is responsible for providing support, reporting, and analysis related to City of Tucson special projects and initiatives. 
 

The Taxpayer Assistance Finance Manager is responsible for monitoring, reporting, reconciliations, projections, and analysis of tax collections and related items.
 

The Budget Finance Manager is responsible for providing support, reporting, and analysis related to the city-wide annual budget. This position monitors activity within the City's ERP system and maintains certain system design elements. 

 

Position Specific Summary

The Finance Manager position at the City of Tucson’s Business Services Department is responsible for managing and forecasting citywide financial data, including department budgets, financial statements and assisting with polices and processes.

 

Work is performed under the supervision of the Finance Administrator. This position exercises supervision over financial personnel.

 

Duties and Responsibilities

Manages and forecasts citywide financial and operational data including department budgets, financial statements and supporting documents in accordance with Generally Accepted Accounting Principles (GAAP). Prepares financial statements and reports, in preparation for annual audits and financial reviews. Manages the preparation of the federal expenditures and participates in citywide annual audits. Reviews, reconciles, and analyzes department systems and necessary configuration to compile accurate financial statements.

 

Prepares and assists with the development of grant policy, fund procedures and other written accounting related processes. Establishes uniform grant award procedures within the system and ensures programmatic consistency. Monitors grants and provides training to related modules. Assists internal and external stakeholders with grant setup, reporting and compliance monitoring.

 

Manages, coordinates, and determines priorities of workload, monitoring levels of resources, establishing timelines, assigning work, monitoring progress and recommending changes. Provides feedback, offers suggestions, reviews and edits reports prepared by staff and approves completed projects and reports. Formulates policies and procedures for assigned tasks. Collaborates with various stakeholders to support the City’s annual comprehensive financial reporting process.

 

Supervises financial staff, providing direction and guidance. Ensures timely and quality activities to respond to the needs of the city, community, department, and unit. Reviews and implements personnel actions, including employee hiring actions, training sessions, and evaluations. Reviews and approves employee timecards and time-off requests.

 

Performs all other duties and tasks as assigned.

QUALIFICATIONS:

MINIMUM REQUIRED QUALIFICATIONS:
Education:
Bachelor's degree
Work Experience:
Five (5) years of directly related experience
License:

ADDITIONAL MINIMUM REQUIRED QUALIFICATIONS:
Education:
Bachelor's degree in Accounting, Finance, Economics, or Business Administration
Work Experience:
Experience in Accounting, Budget Management, Financial Management, and Supervision Experience.
License/Certifications:
Languages:

PREFERRED QUALIFICATIONS:
Experience in governmental accounting focusing on preparing fund financial statements such as Annual Single Audit Report, Annual Comprehensive Financial Report (ACFR) and Schedule of Expenditures of Federal Awards (S.E.F.A.).
Experience working with financial auditors.
Experience and knowledge in federal grant awards management and reporting.
Experience with Enterprise Resource Planning (ERP) systems, preferably systems such as Workday.

Full Hourly Range: $38.91 - 67.11 USD

 

The Full Hourly Range reflects the City of Tucson's pay range at the time of posting.
