Radio Systems/Wireless RF Engineer (Network/Telecom Analyst III)

The Department of Information Technology (DIT) Radio Services Center (RSC) plays a critical role in supporting Fairfax County’s public safety, government agencies, and Fairfax County Public Schools (FCPS) with cutting-edge wireless communication technologies. These include Land Mobile Radio (LMR), Enhanced Push-to-Talk (ePTT), and mobile data environments.
We are seeking an experienced and highly motivated RSC Manager to oversee daily operations and manage a team of county personnel and contractors. This individual will be responsible for ensuring the smooth execution of essential services, including radio communication systems, equipment installations, and subscriber maintenance. The RSC Manager will coordinate with various agencies to maintain a robust communication infrastructure that supports public safety and general county operations.
Key Responsibilities:
- Plan, develop, and implement the county’s radio communications infrastructure for public safety, government agencies, and FCPS.
- Supervise staff and manage administrative functions of the RSC, including customer service, vehicle installations, and radio system maintenance.
- Direct engineers in supporting public safety and general county radio systems, as well as the 9-1-1 communications centers.
- Coordinate radio system infrastructure work with engineering and contractor resources.
- Develop and manage the annual budget, including personnel, operations, and equipment, and oversee contracts and expenditures.
- Support the police car “Get-Ready” process, ensuring quality control for technology installations in public safety vehicles.
- Evaluate and manage requests for radio and wireless communication projects and capital improvement programs.
- Stay informed on new innovations in radio and wireless technologies.
- Collaborate with local, state, federal, and Department of Defense (DoD) agencies to ensure communications interoperability.
- Participate in regional working groups focused on communications interoperability.
- Contribute to emergency support events.
- Performs other duties as assigned.
Note: This position is required to work onsite and is eligible for up to three (3) days of remote work after the probationary period has been completed as approved by the division director.

Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Possession of an associate's degree in computer science, electrical engineering, electronics, or a related field; plus four years' network and/or telecommunications experience; or a bachelor's degree in such fields; plus two years' experience in network or telecommunications system design, analysis, installation, and troubleshooting.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- At least five (5) years of experience in a supervisory capacity.
- At least seven (7) years of progressively responsible hands-on experience in large multi-agency environment for radio and wireless enterprise networks.
- Working knowledge of the principles, practices, terminology and of Land Mobile Radio (LMR) and services, network management and coordination.
- Knowledge and understanding of FCC policies and procedures.
- At least three (3) years' experience working with other local, state, federal and DoD agencies as it pertains to interoperable communications strategies.
PHYSICAL REQUIREMENTS:
Must be able to lift and carry up to 50 pounds. Be able to stand, bend, be able to correctly discern full spectrum of colors, use power and hand tools, and have a valid driver’s license. All duties performed with or without reasonable accommodations.
