Job Responsibilities

This position is accountable for Approving local agency proposals for expenditures of Motor Fuel Tax (MFT), Township Bridge Program (TBP), federal and other special funds. Reviews and approves various stages of a project including, but not limited to maintenance programs, Project Development Reports, final Plans, Specifications and Estimates (PS&E), final inspections, change orders and final pay estimates to ensure compliance with federal and state guidelines. Assists local agencies in technical questions concerning proper maintenance and construction of roadways and bridges.

 

This position reports to the District Local Roads and Streets Engineer. No subordinates report directly to this position; however, the Field Engineer provides extensive supervision of Local Agency Projects and expenditure and control of funds.



This is the primary position which accomplishes the state’s responsibilities to administer the local agencies use of federal and state transportation funds. In carrying out the duties, the incumbent has the responsibility for resolving problems of a complex and sensitive nature in both highly urban and very rural environments.



Typical problems include accomplishing responsibilities with activities and personnel not under direct supervision, motivating local agencies to provide maximum transportation service, and keeping technically and professionally qualified in highway functional areas from project inception to project close out. When local agencies do not provide acceptable construction supervision, the incumbent must assist local agencies find and provide adequate personnel to staff the project. The greatest challenge of this position is to get local agency projects initiated and completed in a timely and efficient manner and in compliance with federal and state guidelines.

 

This position personally authorizes expenditures of funds for projects; recommends approval of PS&E for construction and maintenance programs; determines design criteria eligibility and funding for projects with local officials; recommends approval of engineering agreements, bridge inspection reports and maintenance programs; provides general supervision of construction and maintenance projects including traffic control; conducts required public hearings; supervises all MFT and Township Bridge lettings; and recommends approval of contracts, material acceptances, authorization to change contracts, final pay estimates and final financial reports. Additionally, the position conducts final inspection of completed projects and periodic maintenance inspections; investigates and resolves complaints and discrepancies found by the Documentation Compliance Reviewer to be corrected. For Disaster Relief Funds, the incumbent conducts initial damage survey for on system projects, conducts final inspections, and approves final claims. This position is unique in that all responsibilities must be accomplished with agencies outside the control of the Illinois Department of Transportation (IDOT).

Job Responsibilities Continued

The incumbent exercises considerable independent judgment in carrying out the duties and operates within the wide parameters of the Local Roads & Streets Manual, the Standard Specification, the Illinois Highway Code, and other statutes involving local agencies as they affect transportation projects.



The incumbent coordinates activities with other affected agencies and in doing this, has frequent contact with Federal Highway Administration (FHWA), the Illinois Commerce Commission (ICC), railroads, Illinois Department of Natural Resources (DNR), consultants, contractors, general public, utility companies and all district bureaus. The incumbent attends local governmental meetings to instruct and advise local officials in Motor Fuel Tax laws and procedures. This position may require overtime, night work and overnight travel.



The effectiveness of this position is evaluated by the accomplishment of the local program within the area of jurisdiction, by local agency compliance with federal and state guidelines, by the ability to maintain harmonious relations with local agencies who use available federal and state funds.

Principal Accountabilities

1. Recommends approval of local agencies’ proposals for expenditure of MFT, TBP, Federal and other special funds.
2. Recommends approval of PS&E for Local agency construction projects involving MFT, TBP, Federal and other special funds.
3. Serves as primary agent to carry out state transportation responsibilities with local agencies.
4. Assures proper control and expenditure of MFT, TBP, federal and other special funds.
5. Maintains technical and professional competency in highway functional areas from project inception to close out.
6. Assures local agency compliance with state and federal guidelines.
7. Performs all duties in a safe manner and promote safety throughout local agency projects.
8. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
9. Performs other duties as assigned.

Qualifications

Position Requirements


•    Current registration as a Licensed Professional Engineer in the state of Illinois
•    Five years of experience in civil engineering
•    Valid driver’s license
•    District-wide travel with occasional overnight stays
•    Night work

•    Successful completion of a background screening
