JOB RESPONSABILITIES

This position is accountable for the supervision and direction of personnel engaged in the geotechnical activities of the district as they relate to the planning, design, construction, and maintenance of the transportation system.

This position reports to the Materials Engineer. Reporting to this position are a Geotechnical Lab Engineer, Geotechnical Field Supervisor, and a Drilling Supervisor.

This position is accountable for the district's Geotechnical Program. This work includes soil field investigations and laboratory testing; coring operations and testing; analyzing and interpreting data obtained; and recommends safe and economical design applications. A high degree of expertise in a specialized technical field is required along with sound management skills essential to coordinating the field, office, and lab functions. These activities are performed within an environment of diverse conditions of terrain, weather program changes which necessitate frequent scheduling, and priority changes in order to accomplish the program in a timely manner.

Typical problems are directing, motivating, and coordinating the unit to accomplish a geotechnical program that is often shifted or accelerated by changes in the program; establishing and maintaining a positive and responsible working relationship with engineering staffs from consulting firms, contractors, and state, federal, and local governmental agencies; and initiating and formulating solutions and recommendations for sophisticated soil related problems. The major challenge of the position is in developing courses of action to take when soil failures are anticipated to occur. Such decisions often require immediate solutions and the consequences of mistakes can be monumental.

The incumbent personally implements appropriate laboratory tests and develops parameters for forecasting soil behavior under different situations. From this base of information. the incumbent provides detailed analysis and recommendations regarding design criteria and construction procedures. The incumbent reviews design plans to ensure soils requirements have been adequately addressed and follows through to the construction phase to ensure soil treatment techniques are adequate. Priorities are established for the annual boring program and adjusted as necessary.

The incumbent will accept, or reject borrow materials, review geotechnical reports submitted by consultants, and recommend treatment when soil or foundation problems are encountered during construction or on existing pavement and foundation structures.  Pozzolanic mixtures, soil cement, lime modifications, and stabilization procedures for sub-grades are designed and supervised by the incumbent through the construction phase. Responsibilities include the primary duty of monitoring the nuclear density testing of soil operations for correct technical procedures and for compliance with state and federal requirements, specification preparation and purchase requests for bureau laboratory and field-testing equipment.
 

JOB RESPONSIBILITIES CONTINUED

The incumbent accomplishes these accountabilities through the following staff:

Geotechnical Lab Engineer, who obtains, organizes, and analyzes geotechnical data and prepares reports relating to the planning, design, construction, and maintenance of roadways and structures, and is responsible for oversight of laboratory testing of soil samples, reporting results, and preparing drawings for use in soils reports.

Geotechnical Field Supervisor, who with a staff is accountable for all field activities relating to compaction control and density testing of embankments, sub-grades, soil aggregate mixtures, bituminous mixtures, monitoring of the district boring program, and assisting in the analyses of data and preparation of soil reports.

Geotechnical Technician, who is responsible for performing laboratory testing of soil samples, reporting results, and preparing drawings for use in soil reports.

Drilling Supervisor, who with a staff is responsible for obtaining samples and the preparation of boring logs of soil information necessary for the design and construction of highways and structures.

The incumbent is given the freedom in accomplishing all geotechnical related activities because of the highly specialized nature of the work. The incumbent not only draws on extensive technical knowledge but relies on familiarity with the unique soil conditions of the district and the principles and practices of soil mechanics. Only extraordinary technical problems of great impact are referred to the Materials Engineer or the central Geotechnical Unit for resolution. The incumbent is responsible for training and evaluating subordinate personnel.

The incumbent has frequent internal district contacts with the Construction Section for continuous monitoring of projects in the field and recommendations on field changes for items such as drainage correction. The incumbent also has contact with the Bureau of Program Development for limited or complete field investigations and review. The incumbent will compile geological data utilized in locations studies, to provide geotechnical reports and recommendations for sub-grade, embankment, and slope construction, and to provide geological data related to mineral, water, and other sub-surface deposits. The incumbent has contact with the Bureau of Operations for soil strength analysis for signal mast arm structure foundations, and for problems involving slope and embankment failures and drainage problems, and the Local Roads Section for design, construction, and maintenance soil problems which are encountered on city, county, and township projects. Other departmental contacts include the central Bureaus of Materials and Physical Research, Design and Environment, Bridges and Structures, and the Divisions of Aeronautics.

 

Contacts outside the district include consulting firms, contractors, and academia as well as non-transportation related local, state, and federal agencies for soil related problems. Work is also performed for the Capital Development Board and the Department of Natural Resources in both the design and construction phases of capital improvements. Districtwide travel is required to perform job functions.  Successful completion of a background check is required.

The effectiveness of this position is measured by the timely and accurate completion of soils reports, cost effective solutions to soil failure problems, and the successful completion of construction projects.

PRINCIPAL ACCOUNTABILITIES

1. Ensures that soils conditions are properly determined, evaluated, and interpreted for study and design applications.
2. Reviews design plans.
3. Compiles data, prepare, and analyzes Geotechnical Reports as required for improvements.
4. Conducts investigations of soil problems encountered on construction projects and recommend remedial measures.
5. Monitors embankment and foundation construction controls.
6. Develop and implement district quality standards involving soil structure conditions.
7. Prepares mixture designs and perform evaluations in the field for pozzolanic and lime stabilized/modified bases.
8. Responsible for training, motivating, and evaluating subordinate personnel.
9. Ensures subordinate staff performs all duties in accordance with department rules, regulations, programs, practices, and procedures.
10. Maintains a professional relationship with all Illinois Department of Transportation (IDOT) personnel, producers, suppliers, contractors, local officials, and all others involved in the production and use of materials.
11. Performs other duties as assigned.
12. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.

QUALIFICATIONS

Position Requirements

•    Education/Experience

  • Current registration as a Licensed Professional Engineer in the state of Illinois PLUS
  • Five years of experience in civil engineering

•    Valid driver’s license
•    Travel and outdoor work in a variety of conditions including, but not limited to, active construction sites, drilling sites, and roads open to traffic

•    Successful completion of a background screening
