Job Responsibilities

 

This position is accountable for planning, directing, and conducting studies dealing with the analysis of pavement performance data and making recommendations to improve pavement preservation and rehabilitation policies and procedures.

 

Programs:                           10 - 25 site evaluations
                                         40 - 50 contract plan reviews
                                         2 - 5 formal studies

 

This position reports to the Pavement Design Engineer.  Reporting to this position are the Pavement Research Engineer and Research Engineer Trainee.

 

This position works in an environment that conducts formal research studies and detailed special investigations of the pavement system. Data collection may be from structural and surficial evaluations conducted by the Operations Unit or from historical pavement performance. Structural properties include distress, axle loadings, pavement thickness, serviceability, deflection while surface properties include friction, ride quality, distress, and surface drainage characteristics. This position is unique in that it houses the department’s expertise on analyzing Illinois’ pavement management system to determine the performance of pavement design, preservation, and rehabilitation strategies. The incumbent monitors and analyzes Illinois’ pavement performance using the department’s pavement management system, including the Illinois Roadway Information System (IRIS), Mechanistic Monitoring Database, and Illinois Pavement Feedback System (IPFS). The incumbent is responsible for using falling weight deflectometer (FWD) testing, pavement performance surveys, and nondestructive test data to develop recommendations for districts regarding pavements scheduled for rehabilitation and/or preservation. The incumbent should understand Hot Mix Asphalt (HMA) and Portland Cement Concrete (PCC) pavement design as well as the suitability and limitations of preservation and rehabilitation strategies.

A typical problem for the incumbent would be to evaluate individual pavement preservation and rehabilitation strategies by use of historical data from IRIS or IPFS.  In other cases, FWD testing along with performance surveys may be used to make recommendations.  The greatest challenge is to generate and distribute accurate research analyses and recommendations in a format to ensure the effective use of state-of-the-art pavement preservation and rehabilitation strategies.


The incumbent personally plans, directs, and conducts in-house research studies and special investigations; prepares, and reviews highly technical written reports; prepares and reviews detailed work plans; prepares and reviews development and revision of specifications and design standards; responds to questions regarding the department’s pavement preservation and rehabilitation techniques, and makes recommendations to the Pavement Policy Committee.  The incumbent consults with district and central bureau project engineers on construction, preservation, rehabilitation, and maintenance relative to pavement structural and surficial properties and provides expert technical advice and recommendations for corrective action.  S/he plans, organizes, and supervises the work of subordinates; evaluates progress and results of analyses and recommends changes to achieve objectives. The incumbent is to assess the performance of pavement preservation and rehabilitation methodologies and to determine solutions to specific pavement performance issues.

who conducts and reports results of pavement performance investigations and reviews reports of pavement performance research conducted through the department’s contract research program or by other agencies.


who assists with field surveys for special investigations; collects, analyzes and summarizes data; and assists in the review of research reports from the department’s contract research program and other agencies.


The incumbent has broad freedom to operate and is given wide latitude in the planning and accomplishment of assigned work. The incumbent consults with the Pavement Design Engineer to resolve complex issues, determine appropriate action on controversial problems, and resolve serious research scheduling conflicts. The incumbent supplies the engineering expertise required to solve problems to pavement structure and surface conditions.


The incumbent has frequent contact with various levels of staff within the districts, central bureaus, Office of Planning and Programming, and Office of Highways Project Implementation. Frequent contact is required with other state transportation department personnel; local governmental agency staff; the Federal Highway Administration (FHWA); and representatives of private industry, consultants, research institutions, and universities to discuss the performance of preservation and rehabilitation strategies.  Occasional statewide travel and limited out-of-state travel with overnight stay. The incumbent is required to assess and analyze roadway conditions, personally collect data as manpower availability dictates, develop and evaluate new methodologies, conduct in-house research studies, and to attend conferences and workshops.


The effectiveness of this position is measured by the success of recommended solutions to unique pavement problems, by the value of information provided for pavement management activities, and by the success of the department’s rehabilitation techniques.

Principal Accountabilities

1.    Provides advice on pavement rehabilitation efforts relative to structural and surficial characteristics for the highway network.
2.    Investigates existing problems associated with specific pavement structural and surficial characteristics to determine the causes and recommends corrective action.
3.    Plans, directs, and conducts research studies and investigations aimed at improving performance of new and rehabilitated hot-mix asphalt and Portland cement concrete pavements.
4.    Prepares technical papers to document findings of in-house studies and investigations related to structural and historical pavement performance.
5.    Monitors and analyzes the performance of Illinois’ pavements using the department’s pavement management system.
6.    Trains, motivates, and evaluates subordinate personnel to ensure efficient operations.
7.    Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
8.    Performs other duties as assigned.

Qualifications

 

Position Requirements

•    Education/Experience

  • Current registration as a Licensed Professional Engineer in the state of Illinois PLUS
  • Four years of experience in civil engineering.

•    Valid driver's license.
•    Occasional statewide travel and limited out-of-state travel with overnight stay.
•    Successful completion of a background check.
