The State of New Hampshire, Department of Transportation, Bureau of Highway Maintenance, has a full time vacancy for an Asset Engineer (Civil Engineer IV).

SUMMARY: To perform professional engineering supervision of the Bureau of Highway Maintenance’s asset management program, to include development, tracking and reporting. Coordinates with internal and external groups relative to the asset management goals of the Department.  Assets include but are not limited to pavement, culverts/drainage, guardrail/barrier, ITS/RWIS, lighting, park-n-rides, buildings and surplus property.

  • 18 Months of additional relevant experience = Associate's degree
  • 36 Months of additional relevant experience = Bachelor's degree
  • 54 Months of additional relevant experience = Master's degree

MINIMUM QUALIFICATIONS:
Education: Master’s degree from an accredited institute of higher education with a major study in engineering.
Experience: 4 years of post-baccalaureate experience in an engineering.
OR
Education: Bachelor's degree from an accredited institute of higher education with a major study in engineering.
Experience: 6 years of post-baccalaureate experience in engineering.
OR
Education: Associate's degree from an accredited institute of higher education with a major study in an engineering or engineering technology.
Experience: 6 years of experience in engineering at a level equivalent to Civil Engineer I (or higher), plus 2 additional years of experience in a position comparable to an Engineering Technician.

License/Certification:
  • Must be a Licensed Professional Engineer in the State of New Hampshire or a Licensed Professional Engineer in another state and obtain licensure in NH within one year of employment. Licensure designation must be in Civil, Civil Highway, Geo Technical or Structural Engineering.
  • Must possess a valid driver's license. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.

PREFERRED QUALIFICATIONS: Experience working with MS Access, GIS, and CADD database/program analysis and management. Clear verbal and written communication skills.

SPECIAL REQUIREMENTS: All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.

RESPONSIBILITIES:
  • Develops and documents the Highway Maintenance Asset Management program to follow the Department's guidelines and procedures developed by the Asset Management Performance Strategy (AMPS) Section.
  • Oversees the tracking, reporting, and communicating all aspects of Highway Maintenance Asset Management program to Highway Maintenance management (including district level), Executive Office, AMPS Section and other vested groups.
  • Evaluates, plans, implements and monitors asset management program within the Bureau for efficiency and makes recommendations to Administration for change.
  • Analyzes data and creates reports that reflect the past, current and future situation of the asset management programs within the Bureau and the Department as needed.
  • Performs field reconnaissance to verify and evaluate Highway Maintenance assets, including location, type, condition and other parameters in order to provide data for determining maintenance, rehabilitation or replacement needs.
  • Obtains asset condition data and proposed work plans from other Bureaus. Assembles, analyzes and organizes the data to provide the basis for a prioritized, coordinated Highway Maintenance work plan. Updates the final work plan on an ongoing basis to assure coordination with other Department work.
  • Plans, analyzes and evaluates computer programs (GIS based, ESRI based, or other platforms) in support of the Highway Maintenance Asset Management program.
  • Coordinates training with employees and vendors to ensure appropriate data is inputted into the Highway Maintenance Asset Management Program. Participates in and may chair Department's Asset Management task forces or committees, internal and external as directed.
  • Studies, recommends and presents engineering and administrative solutions to challenges faced in development of the asset management program.
