Police Community Relations Specialist

Position Summary & Scope
Job Summary:
Under the supervision of the Deputy Police Chief, the Police Community Relations Specialist is responsible for assisting with the planning and implementation of community relations engagement and outreach and other city-wide communications activities. This position’s primary responsibilities include writing, print and graphic communications, and assisting with building and maintaining relationships with members of the community and general communications functions of the Police Department.

Scope of Responsibility:
The Police Community Relations Specialist reports to the Deputy Police Chief and is directly or indirectly responsible for managing written/print communication efforts, and supporting the engagement, outreach and general communication needs for the Police Department. This includes both visual and written communication, website maintenance, and providing minimal graphic design and video editing. This position assists with community events and community relations as directed by the Deputy Police Chief. This position will apply professional principles and judgment to assist with the planning, operations, and administration of the branding, marketing, outreach, engagement and communications of the Police Department, while providing accurate, effective, informative, and timely public information to internal staff, the news media, residents, and businesses that furthers the City's commitment and vision for informative, equitable and responsive government. 

Essential Duties & Responsibilities
1. Community Relations:
  • Assists with identifying and cultivating relationships with members of the community at the direction of the Deputy Police Chief.
  • Assists with organizing and coordinating engagement and outreach efforts. 
  • Responds to inquiries from community members and other interested parties. 
 
2. Operations:
  • Oversees production and distribution of communication materials and informal publications including flyers, brochures, letters, articles, press releases and other materials. 
  • Works closely with the Deputy Police Chief on content for the website and social and digital platforms. Responsible for maintaining and updating web content and social media communications. 
  • Provides support and review in generating department reports and grants.
  • Oversees community surveys.

 3. Communications: 
  • Provides support and review for department for communication needs both written and visual.
  • Implements marketing and branding principles in the Police Department, and ensures consistency of message.
  • Works with the department in gathering, preparing and disseminating information to the media at the direction of the Deputy Police Chief.
  • Monitors, tracks and measures communication efforts. Creates and develops annual reports on effectiveness of communication strategies. 
  • Works with vendors related to cable tv broadcast and other items.
  • Creates, produces and distributes a wide variety of graphics, desktop publishing, and original design creation (i.e. web pages, newsletters, ads, brochures, other collateral materials).
  • Creates content for various digital platforms (electronic newsletters, digital presentations, interactive storytelling, photos, audio, video, etc.).

 4. Engagement
  • Collaborates with police staff, city departments and stakeholders to promote and enhance levels of community engagement.
  • Assists with community events and community organizations at the direction of the Deputy Police Chief.
  • Tracks, monitors and reports on engagement activities.
 
Performs other duties as apparent or assigned.
Skills & Qualifications
Knowledge, Skills, & Abilities:
  • Demonstrates strong writing and editing skills.
  • Knowledge of journalism and media techniques that provide a basis for reaching specific targeted audiences.
  • Knowledge of and experience in utilizing best practices for public engagement. 
  • Skill in the use of graphic design software, and website content management and creation, including HTML. 
  • Knowledge and experience in basic photography and Photoshop for use in public information.
  • Excellent communications and relationship skills both orally and in written format using tact, sensitivity and understanding of diverse audiences to build trusting and cooperative relationships. 
  • Ability to work tactfully and effectively with the public, elected officials, City employees, and outside agencies.
  • Ability to work flexible hours including some nights and weekends.
  • Proven ability to communicate effectively with culturally diverse audiences.
  • Ability to engage communities and develop relationships with key stakeholders.
  • Knowledge of analytic tracking and measuring success in communication efforts.

Minimum job requirements are a four-year degree in Non-Profit Management, Journalism, Communications, Marketing, Public Affairs, Public Relations, Criminal Justice or related field and 3 years of related experience working with the public, or the equivalent.

Most of the duties are performed in a normal office environment although there is exposure to disagreeable elements such as angry customers, and varying levels of stress. Limited lifting of twenty-five pounds or less is required up to 15% of the time. Work hours or schedule may vary occasionally to accomplish responsibilities or attend events or meetings and there is occasional travel within the City or region to attend meetings. The Police Community Relations Specialist is responsible for diverse, varied technical and complex matters, many of which have deadlines and require significant attention to detail. Up to 45% of the time, work is performed at the highest level of detail and pressure of deadlines.
