The State of New Hampshire, Department of Transportation, Bureau of Highway Design, has a full-time vacancy for a Section Chief (Civil Engineer VI).

SUMMARY: Manages and administers professional and technical personnel to design projects for the Bureau of Highway Design, Department of Transportation.

MINIMUM QUALIFICATIONS:
Education: Master’s degree from an accredited institute of higher education with a major study engineering, or possession of a Bachelor’s degree from an accredited institute of higher education with a major study in an engineering and possession of a Master of Business Administration degree from an accredited institute of higher education.  
Experience: Three years of experience in civil engineering field post Professional Engineer licensure.
OR
 Education: Bachelor's degree from an accredited institute of higher education with a major study in an engineering.
 Experience: Five years of experience in civil engineering post Professional Engineer licensure.
 OR
 Education: Associate's degree from an accredited institute of higher education, with a major study in an engineering or engineering technology.
 Experience: Seven years of experience in civil engineering field post Professional Engineer licensure.

License/Certification:
  1. Must be a Licensed Professional Engineer in the State of New Hampshire or a Licensed Professional Engineer in another state and obtain licensure in NH within one year of employment. Licensure designation must be in Civil, Civil Highway, Geo Technical or Structural Engineering.
  2. Must possess a valid driver's license.
  3. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.

18 Months of additional relevant experience = Associate's degree
36 Months of additional relevant experience = Bachelor's degree

RESPONSIBILITIES:
  • Manages a multi-disciplined Highway Design Section of engineers, technicians, and subject matter experts and set workload priorities. Supports staff as technical resource and directs staff to ensure compliance with Federal and State policies.
  • Direct input on project schedules, coordinate activities for complex design projects and recommends design decisions. Evaluates resources needed to meet State's Ten Year Plan.
  • Administers agreements with consulting engineering firms, including authorizing payments and negotiating fees for amended agreements, to ensure compliance with the provisions of the agreement. Review and approve invoices to ensure that they comply with all federal and state requirements. 
  • Represents the Department at public meetings, hearings, court actions and discussions with public officials, private individuals and other agencies to present, receive and evaluate information related to highway projects.
  • Communicates with the general public, abutters, contractors and the news media to maintain good public relations, and to accomplish Bureau goals and objectives. Represents the Department at public meetings and offers technical expertise while providing cooperation and coordination between state departments, engineering firms and the public.
  • Advises the Commissioners and Directors through special assignments and committee work in matters establishing department and division policy and programs.
  • Responsible for assessing training needs for section staff to promote career development, ensure staff is trained to a technical level suited for the expected level of responsibility.
  • Evaluate and formulate policy for agency application.
  • Seals and signs design documents in conformance with Department's policy.
