EFLS Program: 
One way to join our Field Operations Leadership team is through our Experienced First Line Supervisor (EFLS) Program, which requires a minimum of three years’ experience managing five or more employees or two years or more of military experience. This program provides comprehensive training for the activities you will supervise in our Engineering, Mechanical or Transportation departments. This also includes leadership training in orientation, technical training, and on-the-job training at your assigned location. Your vision will help inspire and drive success for our Engineering, Mechanical or Transportation teams. 
 
Upon arrival at BNSF, EFLS receive an overview of our railroad and industry during orientation at our Fort Worth, Texas headquarters. Once orientation is complete, EFLS in Engineering, Mechanical, or Transportation, will spend time at our Technical Training Center in Overland Park, Kan., learning to lead a diverse workgroup to safely and efficiently accomplish work assignments and goals that align with the company's vision. 
 
Leaders in these roles work in a mostly outdoor environment while supporting our 24x7 operation in varied shifts, including holidays, nights, and weekends. Opportunities exist throughout the 28 states on the BNSF network. For this reason, relocation is often required and depends upon business need.

RELOCATION WILL BE REQUIRED
  • A candidate must be willing to be relocated to any location across the BNSF system for the training program
  • Once training has been completed, candidates will likely be relocated again to an assigned, permanent location 
  • An ideal candidate should be very flexible regarding location
  • Relocation assistance may be provided to those who are moving more than 50 driving miles from their permanent residence 
 
 TRAVEL: 
  • Frequent and extensive travel over a large geographic region will be required.
 
 PRIMARY DUTIES & RESPONSIBILITIES:
  • The EFLS program is an intensive training program that lasts approximately 6 months 
  • EFLS will attend an initial 2-week orientation conducted at our company headquarters in Fort Worth, TX where trainees will learn about the BNSF culture, network with leaders of the company and receive leadership training 
  • From Fort Worth, trainees will attend a 2-week technical and personnel training conducted at our Technical Training Center (TTC) in Overland Park, KS where trainees will learn about operations and field safety 
  • The remaining time will be spent completing on-the-job field training conducted at assigned training location which will include instructor led and web-based training courses as well as numerous job shadows across multiple departments 
  • BNSF will also support and assist in full-time Engineering employees who wish to complete testing and obtain their PE license
 
UPON COMPLETION OF THE EFLS PROGRAM: 
 
EFLS may be placed in one of the following roles as a supervisor to BNSF employees, contractors, or consultants:
  • Assistant Roadmaster (see below for responsibilities) 
  • Assistant Supervisor Structures (see below for responsibilities)
  • Project Engineer (see below for responsibilities)
 
Assistant Roadmaster Duties & Responsibilities:
  • Plan, coordinate and supervise various types of production and maintenance activities in the efficient, safe and economic performance of their duties.
  • Ensure track structure is maintained to meet BNSF and Federal Railroad Administration (FRA) standards.
  • Work with Network Operations Center (NOC) dispatchers and other operating personnel to ensure proper coordination of track windows in order to make production goals.
  • Plan daily work to complete projects per work schedule.
  • Coordinate track maintenance work with contractors and other departments to maximize work efforts and train operations.
  • Perform pre-job surveys and ensure quality control by walking, hi-rail and track inspections.
  • Follow up on safety issues, maintain contact with field personnel and help enhance overall quality and safety guidelines.
  • Ensure compliance and application of company policies, i.e., BNSF's Equal Employment Policy, applicable safety rules, union agreements, FRA standards and government regulations.
 
Assistant Supervisor Structures Duties & Responsibilities:
  • Plan, supervise and coordinate maintenance, construction, inspection and operation of bridges and structures 
  • Plan daily work to complete projects per schedule 
  • Coordinate structures work with other departments to ensure safe and efficient maintenance operations that minimize impacts to train operations 
  • Address technical training, safety training, follow up on safety issues, maintain contact with field personnel and help enhance overall quality and safety 
  • Perform operations testing 
  • Ensure compliance with and consistent application of company policies (BNSF's Equal Employment Policy, Engineering Instructions, Safety Rules, scheduled agreements, FRA and government regulations) 
  • Subject to being “on-call” requiring response to emergencies at any time 
  • Perform utility Supervisor duties as needed 
 
Project Engineer Duties & Responsibilities: 
  • Manage the development of engineering plans, estimates, schedules and construction of new railroad track projects.
  • These will include new main lines, sidings and extensions, yards, track reconfigurations, intermodal and auto facilities, access to customer facilities, and other railroad infrastructure.
  • Provide project planning and scope development support.
  • Provide project management support, including maintaining project managing systems.
  • Support securing construction and environmental permits.
  • Identify and coordinate property purchase and utility relocations with other BNSF departments and real estate service providers.
  • Provide surveying support, project administration, inspection and ensure conformance to BNSF’s standards and specifications.
  • Implement and manage construction safety processes.
  • Evaluate and manage change orders associated with projects.
  • Support cash flow forecast process with Finance Department.
  • Coordinate internal Signal, Track, Telecommunications and Structures design and construction activities to progress the overall project.
  • Provide review of proposed BNSF customer project concepts and plans.
  • Provide BNSF Economic Development and Marketing Departments with engineering guidance.
  • Maintain engineering portions of customer project tracking system (Zephyr).
  • Furnish engineering support for drainage problems, embankment stability and emergency repairs as necessary.
  • Support the preparation of detailed estimates for the Capital Expenditure Program.
  • Assist working with public agencies on interdependent projects.
 
 WORKING CONDITIONS:
  • Work in a 24 x 7 operations environment including nights, weekends, evenings and holidays, on-call or available for emergency situations
  • Hours are irregular with a minimum of 40 hours per week
  • Work both indoors and outdoors in extreme weather conditions (hot, cold, rain, snow, and sleet)
  • Work around heavy and moving machinery
  • Work around electronics, including electric currents
  • Work in and around bridges in elevated locations 
 
SPECIFIC REQUIREMENT:
  • Must have reliable transportation to and from work
 
 BASIC QUALIFICATIONS:
  • At least 18 years of age or older.
  • High School Diploma or GED.
  • At least three (3) years of work experience supervising 5 or more employees in a fast-paced, outdoors, all weather conditions environment and/or a fast-paced electronic controls or signals environment or 2 years or more of military experience.
  • Able to work “on-call” for emergency situations
  • Authorization to work in the US without Company sponsorship now AND in the future
  • Ability to work nights, weekends, and holidays
  • Ability to relocate within the BNSF Railway operating system to start and/or upon career progression and/or business need
  • Valid Driver’s License
 
PREFERRED QUALIFICATIONS: 
  • Bachelor’s Degree or higher in Civil Engineering, Construction Management, or a related discipline
  • Five years of work or military experience supervising 15 or more employees in a fast-paced, outdoors, all types of weather conditions environment
  • Experience in a position with travel up to 100% as part of the job
  • Experience managing a unionized workforce
