Regulatory Compliance Environmental Coordinator

This position:
  • Provides technical expertise on Federal, State, and local water quality, wastewater, stormwater, and recycled water rules, regulations, and policies
  • Provides analysis and resolution of regulatory matters that impact the city’s water renewal programs, projects, and functions
  • Works in a collaborative manner and under general supervision
  • May be eligible for a hybrid schedule

Essential Functions
Performs regulatory permit compliance activities, develops and monitors plans, compiles and prepares reports, ensures compliance with federal, state, and municipal code requirements and regulations. Oversees permit compliance schedules, maintains compliance records, prepares, and submits permit applications. Develops a standard process for tracking permits, works operations, and engineering staff to evaluate facility performance and sets internal targets for effluent characteristics. Develops and oversees quality assurance and quality control programs to audit and evaluate current policies, procedures, responsibilities, and documentation for compliance with government laws and regulations. (40%)

Provides technical and regulatory expertise on Federal, State, and local water quality rules, regulations, and policies. Initiates and strengthens key partnerships to address topics with environmental and regulatory agencies. Maintains knowledge of regulatory requirements for all major environmental programs. Provides technical assistance on water quality, water renewal, and environmental issues. Evaluates and understands regulatory trends to manage anticipated risks and challenges. Reviews the impact of proposed water, wastewater, and environmental regulations and guidelines to determine the impact on operating procedures. Reviews Environmental Assessments, Biological Opinions, and other environmental documents that impact the City of Boise. (25%)

Provides assistance relating to the regulatory framework and water quality needs of the basin. Assists with various innovative, watershed-based regulatory frameworks such as Idaho National Discharge Elimination System (IPDES) permitting, water quality credit trading, and ecosystem services marketplaces. (20%)

Summarizes legislative and regulatory issues; creates a quarterly regulatory internal memo; represents the City of Boise on environmental issues, and participates in local, regional and national organizations by becoming a member and participating in relevant organizations. (15%)
