PSD Permit Engineer (Environmental Engineer 3) (In Training) (Two Positions)

The Air Quality Program (AQP) within the Department of Ecology is looking to fill two PSD Permit Engineer (Environmental Engineer 3) positions. These positions are located in our Headquarters Office in Lacey, WA.

In this role, you’ll review complex New Source Review (NSR) and Prevention of Significant Deterioration (PSD) applications to understand if the major air emission sources will be in compliance with Best Available Control Technology (BACT) and other applicable state and federal air quality requirements.
 
The mission of the Air Quality Program (AQP) is to protect, preserve, and enhance the air quality of Washington to safeguard public health and the environment and support high quality of life. The federal Clean Air Act requires all states to have statewide operating permit programs for businesses and industries that are the largest sources of air pollution. An air operating permit contains all the permit requirements that apply to an air pollution source.

Duties

What makes this role unique? 
In this role, you’ll draft and conduct the final review of permit applications for complex air emission projects involving Prevention of Significant Deterioration permitting, including engineering designs, specifications, and plans for air pollution processes and control equipment at facilities such as petroleum refineries, pulp & paper mills and aluminum smelters. You will engage with and address expectations of managers, staff, and permit applicants and their consultants through clear communication, adequate scheduling timelines, and by ensuring project completeness. You'll also help develop responses to legal challenges.

What you'll do:
  • Meet with industry representatives to discuss requirements of New Source Review (NSR) and Prevention of Significant Deterioration (PSD) permits.
  • Ensure project modeling meets all state and federal ambient air quality standards.
  • Coordinate comment reviews from other state and local air agencies and evaluate those comments to determine appropriateness and applicability to permit.
  • Negotiate permit conditions with industry, state, federal and local agencies.
  • Research and interpret EPA guidance.
  • Issue draft and final NSR/PSD permits.


Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

The goal class for this position is an Environmental Engineer 3 (EE3). We will consider applicants who meet the requirements for the Environmental Engineering 1, 2 & 3 levels. If the finalist meets the requirements for the EE1 or the EE2 level, then they will be placed into a training program to become an EE3 within a specified period of time.

At the Environmental Engineer 1 level – Salary Range 55 - ($4,059 - $5,913) (In-Training) 
Option 1:

  • An Engineer In-Training Certificate or a Bachelor’s Degree with major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field.
  • One year of environmental engineering experience.
 
Option 2:

  • A Master’s degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.

At the Environmental Engineer 2 level – Salary Range – 61 - ($5,229 - $6,862) (In-Training) 

Option 1: 

  • An Engineer In-Training Certificate and a Bachelor’s degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
  • Two years of environmental engineering experience.
 
Option 2: 

  • A Master’s degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field.
  • One year of experience in environmental engineering.

At the Environmental Engineer 3 level – Salary Range – 67 – ($6,063 - $7,957) – Goal Classification 

Option 1: 

  • A Master’s Degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
  • Registration as a Professional Engineer in the state of Washington or another state based on the registration requirements equivalent to those in Washington.
  • Two years of experience in environmental engineering.
 
Option 2:

  • An engineer-in-training certificate or bachelor’s degree with a major study in one of the above fields.
  • Registration as a Professional Engineer in the State of Washington or another state based on the registration requirements equivalent to those in Washington.
  • Three years of experience in environmental engineering.

Option 3:

  • An engineer-in-training certificate or bachelor’s degree with a major study in one of the above fields.
  • Registration as a Professional Engineer in the State of Washington or another state based on the registration requirements equivalent to those in Washington.
  • One year of experience in environmental engineering.


Special Requirements/Conditions of Employment: 
  • Must be registered as a professional engineer in the State of Washington when the goal class (Environmental Engineer 3) has been achieved.
  • Must have a valid driver's license.


Desired Qualifications:

  • Ability to understand and run air dispersion models.
  • If not already a licensed Professional Engineer (PE), currently working toward becoming a licensed PE in the State of Washington, which could include:
  • An Engineer In Training certificate
  • Three (3) years of engineering experience
