Senior Water Resource Control Engineer 272848 10/25/21

Duties: Under the general supervision of the Environmental Program Manager of the Water Quality Certification and Public Trust Section, the incumbent will supervise Water Quality Certification Unit No. 1 (Unit), which is focused on projects associated with the water quality certification of Federal Energy Regulatory Commission (FERC) projects and other projects that relate to water rights. The incumbent will coordinate with staff and management in the Water Quality Certification Program on projects of great importance to the State Water Board and ensure consistent approaches are used for the Division of Water Rights’ water quality certification work. The Unit is responsible for preparing water quality certifications and related documents and conducting complex environmental and engineering assessments on issues related to hydroelectric and water resource development projects. The incumbent will coordinate with: local, state, and federal agencies; tribes; project applicants; nongovernmental entities; and other stakeholders. The incumbent will represent the State Water Board at meetings and workshops. The incumbent will oversee and perform technical work, including review and analysis of plans, studies, data, environmental documents, and reports for: technical accuracy, to ensure legal adequacy, content, and procedural requirements, and make recommendations to the State Water Board and management regarding project or plan approval and related conditions. The incumbent is responsible for staff recruitment, hiring, development, performance evaluations, discipline, and other related work The incumbent is also responsible for the preparation and presentation of briefing materials and other information necessary to inform the State Water Board’s Executive management, Board members, and public of the Unit’s work.
