Assistant Area Consultant Liaison Engineer | Transportation Engineer 4

The Opportunity
WSDOT is eager to hire a technical engineer to join WSDOT’s Northwest Region (NWR) Consultant Liaison Office in Shoreline, WA, a few minutes north of Seattle. This position will perform essential functions including but not limited to consultant contract administration, acquisition services, and assisting with project development and construction ensuring compliance with state and federal regulations. In addition, this position will play a strategic role in developing and facilitating contract procedures in accordance with State and Federal regulations, as well as WSDOT Headquarters Contracting Services Office.
 
What to Expect
While the majority of work will be located in WSDOT’s NWR, this position may be called on to provide services to other regional Area Consultant Liaison Engineers (ACLE) as requested. Among the varied range of responsibilities held within this role, the Assistant Area Consultant Liaison Engineer will:
  • Obtain, prepare, and administer consultant agreements for the WSDOT Northwest Region, from inception to termination and archiving, including payment processing. 
  • Oversee the management of the office records and files, and writes negotiation notes, Letters of Authorization, and other contractual documents as needed. 
  • Participate in and/or lead negotiations for services, partner with the ACLE in complex negotiations and agreement assembly, manage the invoicing process for payment of consultation services including requesting Certified Payroll information from consultants as needed. 
  • Serve as a subject matter expert and answer technical questions from regional and local agencies regarding state and federal rules, regulations, procedures, policies, selection methods, negotiations procedures, and other contractual matters that arise. 
 
Qualifications
To be considered for this opportunity, the following are required:
 
In addition to:
  • Strong writing, analytical, interpersonal, and organizational skills with attention to detail. 
  • Ability to interpret RCW, WAC’s, FWHA CFR’s, rules and guidelines involving consultant agreements and contract methods. 
 
It is preferred that qualified candidates also have:
  • Experience applying negotiation skills.
  • Experience reviewing, analyzing, and interpreting engineering contract pricing and cost proposals.
  • Knowledge of government contracting with a solid depth of understanding of RCW, WAC, and all relevant contract types. 
  • Working knowledge of the WSDOT’s Consultant Services Manual
  • Knowledge of WSDOT directions, policies, and procedures in project development, construction, and maintenance activities as well as state and federal laws and regulations. 
  • Possession of a valid Driver’s License.
