Office and Location: The Santa Ana Regional Water Quality Control Board’s Inland Stormwater Unit has an opening for a Water Resources Control Engineer to perform the duties of a Stormwater Inspector. The position is located at 3737 Main Street, Suite 500, in the heart of downtown Riverside near a light rail station, other public transportation, restaurants, and more, with the option for limited remote work.
 
Degrees: Qualified seniors within 6 months of graduating may apply. Applicants must read the MINIMUM QUALIFICATIONS to confirm qualification. Some of the qualifying degrees include Agriculture & Biological Engineering, Chemical Engineering. Civil/Environmental Engineering, General Engineering, Materials Science & Engineering

Duties: Under the close supervision of a Senior Environmental Scientist and consistent with good customer service practices and the goals of the State and Regional Board’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments. Specific responsibilities include:
  • Conducts inspections of facilities covered under the state’s construction and industrial general permits, Phase I and II municipal separate storm sewer (MS4) permits, and other National Pollutant Discharge Elimination System (NPDES) permits for storm water runoff. Monitors compliance with permit provisions and assesses the effectiveness of controls. Investigates complaints regarding permitted and unpermitted facilities and related discharges of waste. Collects evidence of non-compliance, including photos, video, paper, and electronic documentation, and witness statements.
  • Prepares reports and initiates and prosecutes consequent enforcement actions. Maintains records of inspections, permittees’ submittals, contacts with permittees and complainants, notices, enforcement actions, and other related documents in information management systems according to state and office policies.
  • Reviews annual reports, plans, and other submissions required of regulated facilities. Provides written comments on the design, construction, operation, and maintenance of proposed and existing structural controls based on engineering knowledge. Recommends approval or denial of such submittals and prepares related correspondence.
  • Provides information to the regulated community and the public regarding storm water regulation and other programs of the State and Regional Boards. Collaborates with professionals from a variety of disciplines within and outside of State government in the performance of duties. Provides feedback to management on the effectiveness of permit requirements based on engineering knowledge and knowledge of best management practices.
  • Prepares formal enforcement actions and settlement stipulation orders for adoption by the Regional Board. Prepares related supporting documents, including evidence and presentations. Presents the basis for formal enforcement action and testimony for consideration by the Regional Board.
  • Prepares tentative waste discharge requirements for the discharge of wastes from facilities. Performs investigative research, including the performance of literature reviews, reviews of relevant state and regional board policies and plans, collection of data and conducting personal interviews, to formulate and support the recommended permit requirements. Organizes and conducts workshops and notices to solicit public comments from stakeholders that include permittees, environmental organizations, and the public. Responds to public comments. Assembles and manages the administrative record of Regional Board hearings and approval by US EPA.
