Toll Budget Manager (WMS 02)

The Opportunity
WSDOT is eager to hire an innovative leader to serve the state of Washington as WSDOT’s Toll Budget Manager in Seattle, WA. The primary undertaking of this position is to manage the Toll Division’s entire organizational unit budget essential to the agency’s purpose to collect toll revenue. As the Toll Budget Manager, this position is to support WSDOT Executive Leadership, the WA State Legislature, and other federal, state, and local partner agencies on all matters related to state toll budget and expenditures supported by toll revenues. What to Expect
The Toll Budget Manager serves as the Subject Matter Expert (SME) for a complex program with multiple funds. In addition, this position is responsible for monitoring expenditures, creating spending plans, and preparing for closing the biennium within budget for the Legislatively defined budget program. 
 
Among the varied range of responsibilities held within this role, the Toll Budget Manager will:
  • Develop and provide oversight of Toll Operations multimillion dollar budget, serving as the subject matter expert for Toll Division’s budget, allotments, detail plans, and allocation methodology. 
  • Coordinate with Toll Division Program Managers to develop, implement, update, and monitor budget and expenditures in the areas of responsibility. 
  • Investigate, develop, and provide recommendations for responses to inquiries from legislative staff, legislators, executive staff, and other interested entities as they pertain to Toll Division.
  • Identify issues with budget, expenditures, or accounting that may not fit clearly with existing Toll-related RCWs and report these issues to the Financial Planning and Budget Manager for possible proposed changes to RCW.
  • Monitor the usage of Toll Revenue Funds appropriated to other programs within WSDOT, including Highway Maintenance and Operations, Traffic Operations, and Improvements and Preservation.
  • Develop comprehensive, strategic, and detailed budget information in response to OFM and legislative staff inquiries within the framework of department policies, state law, and general budgeting practices.
  • Monitor monthly the biennium-to-date expenditures vs. allotments/detail plan and provide analysis to the Financial Planning and Budget Manager of what are the driving factors for any significant variances.
  • Develop financial projections to inform sufficiency of existing budget authority (supplemental budget requests) as well as to determine what decisions need to be made to ensure the division can complete the biennium within budget.
 
Qualifications
To be considered for this opportunity, the following are required:
  • A degree in business, economics, finance, public administration or related field, OR
  • Five (5) years of experience in a budget related role.
 
In addition to: 
  • Familiarity with USDOT and WSDOT program management, budget, financial planning, and project office requirements, priorities, and expectations.
  • Strong interpersonal skills to facilitate effective partnerships with colleagues, agency programs, OFM, the Legislature and others.
  • Communicate clearly in writing, speaking, and through analytic documents. Written materials require minimal revisions.
  • Ability to translate technical issues into language and images that are pertinent and understandable by federal employees, elected officials, and the public. Ability to develop complex, detailed reports as well as high-clip memos and formal presentations.
  • Advanced knowledge and experience using complex Excel spreadsheet software.
  • Ability to develop and manage a complex multimillion dollar budget.
 
It is preferred that qualified candidates also have:
  • Bachelor’s degree in financial planning, finance, business administration, economics, accounting, or related field.
