Accounting Technician 3—Payroll and Benefits Specialist

The Oregon State Police in Salem, Oregon is hiring for three (3) Full-Time, Limited Duration Accounting Technician 3 positions, set to end on or before June 30, 2023 based upon funding—however, we encourage candidates who meet the minimum qualifications for an Accounting Technician 2 to apply, as we may consider under-filling these positions until the selected candidate meets the minimum qualifications for an Accounting Technician 3.

What will you do?

In this role you will work with a team to provide accurate and timely processing, entry and tracking of insurance benefits and payroll for all employees of the Oregon State Police. You will counsel employees and managers on the application of governing regulations, such as State Payroll Rules, multiple governing labor agreements, and PEBB rules. As part of your position, you will perform training for employees and managers on payroll, benefits and be responsible to investigate and resolve compensation discrepancies. You will also be assisting in the preparation, development, and update of letters and forms used by the Payroll Services Section.

Minimum Qualifications (These must be addressed in your resume for full consideration):

To Qualify for the full performance level of Accounting Technician 3 ($3,079 - 4,647):

  • Three years of technical support accounting experience. Two years of the experience must include a) coding transactions and checking them for propriety, b) balancing, and c) resolving discrepancies in computer edits; OR
  • at least 90 quarter (60 semester) credit hours from an accredited college, university, or vocational-technical school that includes 12 quarter (9 semester) hours in accounting.
  • Training or experience must include using a computer to enter, update, or retrieve information.

To Qualify for the underfill opportunity of Accounting Technician 2 (Under-fill) ($2,952 – 4,436):

  • Two years of technical support accounting experience. One year of the experience must include the calculation, recording, and maintenance of routine accounting information; OR
  • at least 36 quarter (24 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) hours in accounting.
  • Training or experience must include using a computer to enter, update, or retrieve information.

If you are selected to move forward in the selection process, you must provide official transcripts from all institutions of higher education that were used in meeting the above-mentioned minimum qualifications for the Accounting Technician 3 or Accounting Technician 2.

Preferred Skills (These must be addressed in your cover letter for full consideration):
  • One to two years of experience with payroll systems, principles and procedures, to include a demonstrated understanding of Oregon Accounting Manual and the articles which pertain to Payroll
  • Advanced proficiency with Microsoft Programs (Excel, PowerPoint, Outlook, and Word)
  • Exceptional attention to detail, auditing skills, and demonstrated proficiency with creating and working with various reports
  • Excellent written and verbal communication skills with a diverse audience to provide information in a clear, effective, and professional manner 
  • Ability to participate collaboratively as part of a team, as well as to work independently, seeking help when needed
  • Proven ability to work under pressure and pivot to meet the changing needs of the work unit in order to meet both scheduled and unexpected deadlines
