In this role, as the Source Control Engineer for Puget Sound Initiative sites such as the Lower Duwamish Waterway (LDW) and other cleanup projects throughout the Northwest Regional Office (NWRO), you will accomplish the goals of the Toxics Cleanup Program as it relates to upland and in-water source control and site cleanup. Source control is defined as the process of finding sources of contaminants, characterizing them and then taking actions to stop or reduce them before they reach the LDW. You will contribute to protecting the people and the environment of Washington State for the future, while gaining experience working with the public, local governments and agencies.

The Toxics Cleanup Program (TCP) is looking to fill an Source Control Engineer (Environmental Engineer 5) position. This position will be located in our Northwest Regional Office (NWRO) Located in Shoreline, WA.

Duties

 
 

Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The Toxics Cleanup Program (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.

In Washington state, we've identified over 13,000 contaminated sites in need of cleanup and oversight by our professional teams. Over 7,000 of those sites have been cleaned up, and 200 to 300 new sites are reported every year. Most of these sites are large and complex, with multiple sources of contamination. Many of these complex sites have multiple sources of contamination in soil and groundwater. Most contaminated sites in Washington are handled by our Toxics Cleanup Program and are cleaned up under Washington’s environmental cleanup law, the Model Toxics Control Act (MTCA). Property owners may clean-up sites independently or under Ecology supervision. Ecology can also clean-up sites. The successful professional selected for this position will become an essential member of our amazing team.

Some of the key work activities of the Source Control Engineer position include:
 
  • Applies engineering expertise to implementing source control and Ecology's stormwater program for municipalities in the Northwest Region. 
  • Acts as the Lower Duwamish Waterway (LDW) technical expert regarding sampling methods to determine the nature of contamination that may be present in a stormwater discharge. 
  • Provides engineering analysis for LDW cleanup site manager, source control lead and municipal stormwater permit managers assessing compliance with source control actions and municipal stormwater National Pollutant Discharge Elimination System (NPDES) permits. 
  • Provides engineering review for grants and loan projects for stormwater infrastructure funded through Ecology. 
 
Source Control and Individual Permits for Industries that discharge stormwater.
 
  • Applies engineering expertise to the review of permit applications and development of permit conditions.
  • Incorporates source actions recommendations to source control lead, cleanup site managers and industries that discharge stormwater.
  • Monitors compliance of assigned facilities. 
  • Coordinates with source control lead and with the enforcement specialist on enforcement actions.
  • Testifies as an expert witness in legal proceedings before the Pollution Control Hearings Board and courts of the state as related to water quality permit violations.
 
Cleanup Project Manager and Engineering Support
 
  • Provides engineering review and/or oversees the investigation and cleanup of contaminated sites for compliance with MTCA and other relevant laws and regulations at contaminated sites.
  • Applies environmental and construction management engineering processes expertise to the evaluation of cleanup plans, engineering design reports, data, and results.
  • Makes evaluations of completeness of cleanup activities for compliance with MTCA.

Qualifications

Required Qualifications:

A Master's degree with major study in one of the following engineering fields, sanitary water resource, civil, geotechnical, environmental, chemical, mechanical, or related field.
 
AND
 
Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington and four years of experience in environmental engineering including at least one year experience in source control engineering.
 
OR
 
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical ,water resource, environmental, chemical, mechanical or related field.
 
AND
 
Registration as a professional engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington and five years of experience in environmental engineering including one year experience in source control engineering.


Desired Qualifications:

  • Education in hydrology, hydraulics, and chemistry. 
  • Skills in designing, stormwater pollution treatment devices, storm drainage systems, or natural systems such as man - made wetlands. 
  • Knowledge of modeling and geographic information systems.
