The State of New Hampshire, Bureau of Environment, has a full time vacancy for an Environmentalist II (Environmental Analyst).

SUMMARY: To perform skilled professional environmental duties in the development of transportation projects and maintenance/operations activities for the Bureau of Environment, with emphasis on field surveys, technical field inspections and evaluations, report preparation, and computer analyses. Actively seeks to improve processes and eliminate wasteful practices.

RESPONSIBILITIES:
  • Conducts environmental evaluations of surplus Department-owned lands for possible disposal, including field observations and document preparation and distribution.
  • Prepares environmental documents addressing the environmental resources affected by Department proposals, as required by the National Environmental Policy act, among others. Prepares various documents to ensure construction and post-construction compliance with permit conditions, and commitments made during the project development process.
  • Supports environmental coordinators with field reviews of construction projects and/or maintenance/operations activities, and facilitation of implementation of environmental commitments in accordance with the NEPA process, wetland permits, water quality certificates and Storm Water Pollution Prevention Plans.
  • Assists in the processing of wetlands and shore land permit applications, distribution of permits, and training of Department personnel relative to wetland classification and permitting requirements. Reviews permit conditions to ensure applicability, constructability and clarity.
  • Reviews and approves Storm Water Pollution Prevention Plans.
  • Conducts field investigations, including but not limited to invasive species identifications, rare species identifications, stream crossing assessments, and wetland delineations.
  • Assists contract administrators and other supervisory field personnel with coordination of regulatory environmental agency site inspections.
  • Operates CADD system to input environmental data into engineering drawings.
  • Collaborates with local, state and federal officials to promote public education and outreach programs related to environmental best management practices.

MINIMUM QUALIFICATIONS:

Education: Bachelor’s degree from an accredited institute of higher education with a major study in biology, civil engineering, earth science, ecology, environmental conservation, environmental engineering, environmental science, environmental studies, forestry, geology, hydrology, resource conservation, soil science, water resources management or wetlands science. Each additional year of approved formal education may be substituted for one (1) year of required work experience.

Experience: Two (2) years of experience as an Environmentalist in a field related to the occupational areas in which the vacancy exists, such as biology, civil engineering, earth science, ecology, environmental conservation, environmental engineering, environmental science, environmental studies, forestry, geology, hydrology, resource conservation, soil science, water resources management or wetlands science.

License/Certification: Applicant must possess a valid driver’s license and/or access to transportation for use in statewide travel.  The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.

SPECIAL REQUIREMENTS: All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations and administrative orders.

SPECIAL QUALIFICATIONS: Knowledge and experience in construction and environmental best practices is preferred, as well as good communication skills.
