Landfill Environmental Technician

Job Description
Performs intermediate technical work monitoring the environmental effects of the landfill, and related work as apparent or assigned. Work is performed under the occasional supervision of the Landfill Supervisor
Position Responsibilities
  • Maintains, records and reports data in regulatory inspection files for all environmental aspects of the site in accordance with all Federal, State and Local regulations and ordinances.
  • Monitors, records, and reports data on entire leachate control system for Subtitle D lined landfill including 8 sumps, 2- 350,000 gallon leachate tanks, leachate pretreatment and discharge system.
  • Performs daily measurements and recordings of entire leachate management system including all sump level, tank levels, leachate discharge amounts, and rainfall data.
  • Performs all repairs on leachate system sump pumps and records action taken.
  • Performs waste screenings on a minimum of 1% of the incoming waste loads to ensure no prohibited waste is disposed of in the landfill. Tracks prohibited waste types and notifies companies not compliant with waste disposal regulations
  • Monitors all landfill (closed and operational) side slopes for leachate breakouts and to ensure cap integrity.
  • Conducts daily and weekly inspections of all storm water control devices (sedimentation ponds) and performs necessary maintenance.
  • Maintains all records of asbestos disposal.
  • Participates in Onslow County Safety Committee. Assists landfill management in conducting regular safety training, safety inspections and in finding solutions for safety concerns for Solid Waste.
  • Participates in facility inspections/audits by NCDENR field compliance staff.
  • Performs daily site and grounds inspection to insure a pleasant customer experience while utilizing the landfill.
  • Collaborates with community, department and vendor partners to meet the mission and vision of Onslow County and Solid Waste.
  • Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteer.
  • Performs related tasks as required.
Qualifications
Thorough knowledge of the methods and regulations related to landfill operations and environmental protection; thorough knowledge of the hazards and safety precautions related to the work; thorough knowledge of the Federal, State, and Local laws, regulations, and ordinances governing landfill operations; general knowledge of modern office practices, procedures and equipment;
ability to maintain records and prepare related reports; ability to communicate ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with associates and the general public.

Physical Requirements:

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires standing, walking, sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting and occasionally requires tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to wet, humid conditions (non-weather), working near moving mechanical parts, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather) and occasionally requires working in high, precarious places, exposure to the risk of electrical shock, exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic). 
Education, Experience, and Special Requirements
Associates/Technical degree with coursework in environmental science, or related field and considerable experience in solid waste, or equivalent combination of education and experience. Ability to obtain a certification with SWANA.
