Public Utilities Manager - Licensed Engineer

The Public Utilities Manager - Licensed Engineer (Official Title: Public Works/Public Utilities Manager - Licensed Engineer) is responsible for planning, organizing and managing the activities of an engineering work unit in the Department of Public Utilities. Reporting to the Director or Assistant Director, the Public Utilities Manager - Licensed Engineer provides professional and technical staff assistance.

The position will provide oversight and manage the Utilities, Planning & Engineering Division staff in the activities of engineering work of capital projects to include; surface water treatment plant design, water storage tank projects, raw water pipelines, water system renewal and replacement, additional recharge or water banking facilities and new pump station and pipeline installations, wastewater treatment plant renewal and expansion, sewer collection system renewal and replacement, and reclaimed water treatment plant expansion.  Additional responsibilities include, capital planning and budgeting to ensure adherence to the Fresno Metropolitan Water Resources Management Plan, Groundwater Sustainability Plan, Urban Water Management Plan, and the U.S.B.R. Central Valley Project Contract. This position will be required to interact with several local and federal governmental agencies to make long term water management decisions, craft water conveyance agreements, negotiate interagency water transfer agreements and ensure there is a long term viable and sustainable water supply for the City. The position will also oversee development of wastewater treatment facility improvements to ensure compliance with Waste Discharge Requirements.

The incumbent exercises independent judgment relating to the performance, coordination and evaluation of staff, and is a key member of the management team in the Department of Public Utilities.

In this unclassified position, the incumbent serves at the will of the Department Director.

Qualified Candidates Must Possess: 

Graduation from an accredited college or university with a Bachelor's Degree in engineering, construction, public administration, or a closely related field; and four (4) years of experience supervising engineering activities. Additional qualifying experience may be substituted for the education on a year-for-year basis, up to a maximum of two years.

Valid registration as a Civil Engineer by the State of California at time of application.

The City of Fresno offers an attractive and competitive salary and benefits package. The salary for Public Utilities Manager - Licensed Engineer is up to $11,932 /month. The employee benefits package, as noted below, is subject to change and includes:

CITY STRUCTURE

Fresno is a full-service charter city operating under a strong mayor form of government. There are seven Council Members. The Council appoints the City Attorney and the City Clerk. The Mayor is elected at-large and does not serve on the Council, but has veto power over certain actions taken by the City Council.
