The Opportunity
The Northwest Region Program Development Office has a great opportunity for an experienced engineer to contribute in the development of the Northwest Region highway construction program. This is a unique opportunity to work in a dynamic engineering program office; the future incumbent will have the potential to grow their career and working knowledge.
The Scoping & Estimating engineer will develop scope and estimates for future preservation, safety improvement and mobility projects that form the construction program. From field work for site investigation and collect data, to crafting a scope and estimate for a highway construction project – this position is an excellent career path for an innovative engineer. What to Expect
Among the varied range of responsibilities held within this role, the Scoping & Estimating Engineer will:
- Manage and coordinate NWR scoping activities with internal and external partners.
- Research engineering records, contract plans, and reports for use in developing scoping documents and cost estimates for proposed WSDOT construction projects.
- Read and comprehend engineering reports/analysis and develop solutions to address deficiencies.
- Represent WSDOT at meetings with the public and state and local agencies.
- Maintain, monitor, and update the Project Summary database to ensure all available data is accurate and reasonable.
- Collect field data and pertinent information from internal and external resources needed to develop scoping solutions and estimates.
- Assist in the preparation of grant applications for additional federal and state funding.
Qualifications
To be considered for this opportunity, the following are required:
- Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent; OR
- Engineer-In-Training (EIT) Certification AND one (1) year of experience as a Transportation Engineer 1, Transportation Technician, or equivalent; OR
- Master’s degree with a major study in Civil Engineering, Structural Engineering, Geotechnical Engineering, Soil Mechanics, Traffic, Transportation, or closely related field.
AND
- Current unrestricted driver’s license.
- Working knowledge of engineering standards and procedures
- Ability to perform field reviews and collect data for purpose scoping and estimating projects.
- Ability to employ effective written and verbal means to document and communicate important observations and information.
It is preferred that qualified candidates also have:
- Proficient use of ArcGIS Desktop software and ArcGIS Explorer
- Proficient use of Microsoft Office

- The listed salary includes Legislative approved King County Premium pay.
- Travel is an expectation of the position and may be required on a regular, sporadic or as needed basis.
- Due to the COVID-19 pandemic, this position will be remote in a telework capacity full-time. Once the restrictions are lifted, WSDOT supports a flexible work schedule with partial telework opportunities, depending on businesses needs and prior supervisor approval.
