HOUSING TECHNICIAN – FAMILY SELF-SUFFICIENCY PROGRAM/Anchorage/Job #20-4882

Position Summary: Responsible for Jumpstart Program Level 2 Case Management and Administrative Program Support. The AHFC statewide FSS Program is intended to promote self-sufficiency among participating families through provision of supportive services.
 
Reports to: Case Management Lead Supervisor and/or Statewide Self-Sufficiency Program Manager
 
 
OVERVIEW 
The incumbent of this position is responsible for providing Jumpstart and educational administrative program support, performing Jumpstart Level 2 case management (administration of financial incentives), and assisting the Jumpstart Case Management Lead Supervisor and/or Statewide Manager of Self Sufficiency Programs with special projects.
 
SUPERVISION RECEIVED AND EXERCISED: Non-Exempt, non-supervisory position.
 
Examples of Duties
The employee must have the ability to listen and communicate with a diverse group of individuals and must demonstrate excellent communication skills, both verbal and written. The employee must be able to handle irate and/or difficult persons with tact, diplomacy, and sensitivity and be able to determine priorities and manage multiple projects commensurate with the AHFC Family Self-Sufficiency (FSS) Program (Jumpstart).
 
  • Jumpstart Program Administrative Support:

  • Attend team meetings/trainings. Take notes and follow-up on items to assist in project coordination.

  • Set up conference room audio/visual equipment in preparation for weekly Jumpstart meetings.

  • Order and maintain general office supplies and special orders for Jumpstart and Computer Lab.

  • Process the following requests: accounting/purchase requests, travel, office supply orders, and business card orders.

  • Maintain copy machine, checking paper levels, check for faxes periodically throughout the day, and place incoming faxes in appropriate staff mail boxes.

  • Lead on coordination of the City-Wide Case Manager Meeting, a bi-monthly meeting of Anchorage-based service providers: arranging speakers, organizing and publishing agendas, and communicating through listserv to membership.

  • Set up new vendors in Yardi database.

  • Data entry project(s) for Jumpstart evaluation/data tracking and assisting with preparation of monthly and annual reports, as requested.

  • Maintain Job Board, Jumpstart, and Class information in AFIC lobbies.

  • Collect Jumpstart comment cards on a weekly basis.

  • Responsible for collecting and distributing Jumpstart team mail.
 
 
  • Jumpstart Level 2 Case Management:
  • Review Jumpstart Level 2 applications and enrollment documents for program and incentives eligibility. This includes follow-up on referrals, providing assistance on completing Level 2 Toolkits (assessment, goals, and budgeting), and performing client outreach. Conduct interviews in person and telephonically. Prepare necessary program documents; notify participants of completed enrollment and continued participation requirements.
  • Maintain case files, client database (case notes), Excel spreadsheet, and compose correspondence to clients to ensure sustained program participation.
  • Refer program participants to other identified needed services, including but not limited to: childcare, job placement, educational facilities, or other necessary intervention services. Facilitate appropriate communication with participants. Provide information on FSS, other AHFC programs, and social services available. Coordinate with local service providers to provide support and educational opportunities for FSS and AHFC’s assisted housing program participants. As needed, follow up on referrals to ensure that adequate, appropriate services are being provided.
  • Manage participant and public contacts with confidentiality, diplomacy, and sensitivity. Maintain strict confidentiality on all facets of program and client records.
  • Represent AHFC at local meetings of social service providers to promote awareness and support of the Self Sufficiency Program; conduct outreach to stay abreast of current community program/services available. As necessary, provide program orientation/briefings to housing participants. 
  • Carry out program responsibilities in compliance with applicable Federal, State and local laws, regulations and AHFC policies and procedures related to Fair Housing and data privacy.
  • Gather source materials and statistics for the preparation of AHFC and HUD reports, audits and management reviews. Establish, organize, and maintain program files and computer records. Retrieve information from internal and external data management systems.

  • Educational Administrative Support:
  • Enroll students through UAA Continuing Education and keep and maintain master registration list in the shared file.

  • Maintain the e-mail listserv database and send out mass emails to clients about classes, registering students.

  • Make student class reminder and cancelation calls, provide class roster to appropriate staff, and prepare summary of class registration/enrollment/completion numbers.

  • Attend weekly Voucher Intake Briefings; give introduction & distribute monthly class schedules.

  • Produce monthly course flyers and distribute course schedule monthly to AFIC and Anchorage Public Housing staff.

  • Archive attendance and certificates in AHFC’s shared file.

  • Access Outlook calendar for calendaring classes, City Wide Case Manger Meetings, AFIC staff meetings, Jumpstart classes and briefings, etc.
 
Knowledge, Skills and Abilities
Knowledge of: Issues impacting low-income families, methods of effective case management, knowledge of community/social services, statistical methods and techniques, effective communications, fiscal management, FSS program requirements, data-based computer operations; fluency in various computer functions.
 
 
Skills and Abilities: Approaching problems pro-actively with a solution-focus, interpersonal relations, teamwork, eliciting accurate and complete information from individuals in one-on-one interview, and basic math calculations.
 
Ability to: analyze problems; develop, document, and present rational conclusions; work independently to identify issues of concern and develop strategies for addressing them; establish and maintain working relationships; communicate effectively both verbally and in writing. The employee may be required to travel both in-state and out-of-state to participate in training and program-related meetings. The employee must be able to work independently and as part of a team.
  
Minimum Qualifications:
High school diploma or GED plus a minimum of two years’ experience in office practices or property management. Office experience must include clerical duties such as typing, filing, and copying.
 
Computer experience, including electronic mail, word processing, and document preparation (Outlook, Word, and Excel preferred).
 
Must have valid Alaska Driver’s license (or be able to obtain one within five (5) calendar days of beginning employment) and show proof of good driving record, when requested.
 
Substitution: Related business college courses or degree may be substituted for required experience on a year for year basis.
 
This is a Grade 13 position with an annual salary of $41,953.44 (26 pay periods). Excellent benefits, including medical, dental, vision, and leave package.
