CTF Engineering Trouble Desk Engineer I

Electric Boat is currently executing a test program for the Integrated Propulsion System (IPS) for The COLUMBIA Class, which is performed at the Compatibility Test Facility (CTF). Trouble Desk Engineers directly support execution, problem evaluation, and resolution during the CTF Test Program. This Engineering Trouble Desk position is unique from other Engineering Trouble Desks due to Electric Boat’s involvement at the CTF being comparable to a Prime Contractor versus the Lead Design Yard. Due to this difference, a successful candidate will be required to interface daily with the work force and upper management of Naval Surface Warfare Center Philadelphia Division (NSWC-PD) to achieve the common goal of the program. Electric Boat provides significant oversight leveraging the decade’s worth of comparable shipbuilding and shipyard experiences. Due to the uniqueness of this project, this position will also include non-standard trouble desk responsibilities that align with a project oversight and support role. These items include but are not limited to, Equipment Under Test (EUT) spare part management and replacement inventory to ensure adequate availability, contracting, coordinating, and oversight of executing Electric Boat work at the CTF which includes vendor or subcontractor work.
The present testing schedule requires the Engineering Trouble Desk to be staffed for 24/7 shiftwork (3 shifts per day, 7 days per week). The test plan fluctuates frequently which will require being flexible in work schedules. 24/7 support will not be required for the duration of the program but will be utilized to support emergent work and critical testing phases.
Trouble Desk Engineer responsibilities include:
  • Problem identification, troubleshooting, and resolution which includes the development of work instructions and the of technical work documents
  • Interpretation and translation of shipbuilding specifications, maintenance requirements, and contractual requirements
  • Deck-plate support and resolution of emergent issues
  • Development of technical rationale to support approval of nonconforming conditions
  • Schedule reviews with all stakeholders
  • Contract reviews and updating
  • Material identification and procurement
  • Collaboration with engineers of other facets and companies including mechanical, structural, and electrical disciplines
Candidates must be willing and physically able to climb steep stairs and ladders, ascend/descend scaffolding, and access confined spaces within a submarine or facility

Education/ Experience

Required
  • Bachelor of Science degree or higher in Engineering 
  • This is an entry level position; 0-2 years of relevant work experience
  • Must be proficient in Microsoft Excel, Word, Project, and PowerPoint.
  • Willingness to work paid overtime. Evening and/or weekend work is required based on department/project needs
  • A foundational understanding of electrical engineering concepts, including the relationship between electrical systems/components and interfacing non-electrical constructs
  • Must be able to work with minimal supervision
  • Must be able to obtain and maintain a security clearance through the Department of Defense
Preferred:
  • Electrical Engineering degree with a focus in electrical, computer, or systems engineering
  • Experience with power generation systems
  • Experience in shipyard construction practices
  • Previous Naval experience
  • Prior Waterfront Engineering Employment in departments D460 (Construction Support Engineering) and/or D474 (Maintenance and Repair Construction Engineering) is highly desirable
  • An active Department of Defense secret or top secret security clearance
