Under direction, Professional Engineers perform technical and professional engineering work involving design, investigation, development and construction of public and private structures. Considerable judgment, latitude and initiative are expected in order to complete projects. Incumbents may supervise, coordinate, and evaluate the work performed by lower level staff. The ideal candidates must be highly motivated, responsive, possess excellent oral and written communication skills, and have experience managing multiple capital improvement projects and tasks.
 
Three vacancies currently exist; two in the Department of Public Works and the other in the Department of Public Utilities however, the eligible list created from this recruitment may be used to fill current and future vacancies in various departments. Immediate and future vacancies will be filled from this eligible list for a period of six (6) months from the date the eligible list is created, with the option of extending that period at the City's discretion. If the examination process is suspended for this recruitment, the eligibility list may be limited to 3 months.
 
One vacancy is in the Department of Public Works Engineering Services Division, working in the Design Services Section. The ideal candidate for this recruitment will have strong civil design experience with Civil 3D as well as demonstrated experience with public works infrastructure design, including roadway and traffic signal improvements, trails and bicycle and pedestrian infrastructure, and water system design. Only California Civil Engineer licenses are acceptable for this assignment.
 
The second vacancy is in the Department of Public Works Project Management Division. Civil Engineers demonstrating experience working with federally funded projects will be preferred. 
 
The third vacancy is in the Department of Public works Engineering Services.  Incumbents will assist the Plan Check Section in reviewing public improvement plans for residential and commercial development, ensuring they conform to applicable City and State codes, regulations and standards. The candidate will also perform tasks such as processing Deferral Agreements, Underground Utility Waivers and Developer Reimbursements. 
 
Our current Department of Public Utilities assignment is in the Utility Planning and Engineering Division.  Incumbents will be responsible for the design, management, and construction of time sensitive CIP projects, master plan updates, and consultant oversight for water, wastewater, and recycled systems and facilities. Other assignments include the review of private development proposals, and coordination of projects and programs with other City Departments and outside agencies.

3% salary increase, effective June 19, 2023
 
HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
MANAGEMENT LEAVE: 60 hours per fiscal year for exempt employees.
ANNUAL LEAVE: Accrue 15.5 hours per month with cash out provisions.
SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
LIFE INSURANCE: Benefit equal to annual salary; premium paid by the City.

RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security. 
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative distribution options.

The Requirements

Possess a valid registration as a Professional Engineer by the State of California at time of application. Proof of registration must be uploaded to your online application.
 
Eligibles certified for consideration for hire will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno. Possession of a valid California Driver's License is required at time of appointment, therefore, candidates must provide proof of a valid driver's license and current copy of their driving record.

Selection Process
The examination process may consist of:
 
Application Review - a limited number of the most qualified candidates may be invited to the panel interview. Candidates selected will demonstrate the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application
 
Oral Examination - 100%: A panel of subject matter experts may interview and evaluate each candidate's job-knowledge, skills and abilities in the following areas based upon assignment: plan review and preparation including, but not limited to electrical, utilities, water and sewer infrastructure, streets, site plans; traffic control and operations; leadership and communication skills; project, cost, quality and task management. 
 
The Oral Examination date is to be determined. Candidates must achieve a passing score to qualify for the eligible list.
 
Veteran Preference Regulations
Qualified veterans who pass the examination may obtain five (5) additional points.
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested.
