Human Resources Specialist (Recruitment and Placement) - Recent Graduate

Duties

 

Joining the Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate will allow you to use your expertise to assist as a subject matter expert in a variety of assignments involving staffing, pay, and processing rules, laws, and regulations for CBP.


In this position you will provide evaluative and analytical support to the recruitment and placement process. Major duties may include but are not limited to:

  • Making recommendations on a wide range of staffing authorities and special employment programs in order to meet the agencies staffing goals.
  • Applying qualification standards and ranking methods to evaluate applicants experience, training and education.
  • Utilizing various HR information systems/tools to complete and track workload.
  • Identifying, evaluating, and recommending to management appropriate human resources interventions to resolve complex interrelated human resources problems and issues.

 

Qualifications

 

Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

 

  • Assisting in the preparation of job announcements via an automated system (USA Jobs, Monster, Indeed, etc.), including identifying and clearly outlining the position requirements.
  • Performing detailed review of records to determine applicant qualifications for a specific job.
  • Assisting applicants in preparing and submitting a variety of personnel or pre-employment forms and entering data into a system for further processing.
  • Utilizing various HR information systems and tools to update and track data.
  • Responding to routine inquiries concerning HR entitlements, services, and processing procedures.

 

Education Substitution: GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours.



OR



A bachelor's degree with Superior Academic Achievement (SAA)may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision. Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Consulting with customers on strategies to fill positions and utilizing applicable human resources rules and regulations to advise on best recruitment strategy.
  • Applying qualification standards and ranking methods to evaluate applicants experience, training and education to determine eligibility.
  • Developing rating factors and crediting plans for vacancy announcements.
  • Utilizing various HR information systems and tools to complete and track workload.

 

Education Substitution: GS-09: A master's degree or equivalent graduate degree, 2 full years of progressively higher-level graduate education leading to such a degree, a J.D. or an LL.B. degree from an accredited college or university may substitute for experience required at this level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester hours or 54 quarter hours.



Combining Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. More information on this qualification standard is located here.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
