Corrections Manager II
Position Summary:
This position provides leadership and supervision to the employees of the Classification and Records Division of a Kansas Department of Corrections Facility. The Unit Administrator is responsible for the creation and implementation of systems and services that are needed to meet the mission and values of the Kansas Department of Corrections. This position is responsible for defining desired outcomes for assigned staff, both as individuals and a team and creating an organizational culture that facilitates the attainment of those outcomes. Consideration must be given to the needs of staff, offenders, and other stakeholders. This position serves as the Case Management and Reentry Administrator for LCF, overseeing case management in the living units and the programs and reentry programs of the facility. This position may be responsible for managing the restrictive housing living units at Lansing Correctional Facility, and overseeing the implementation of restrictive housing reform.
Job Responsibilities may include but are not limited to the following:
- Develops short-and-long term goals and objectives for the Classification and Records Division that support the Department's Internal Management Policy and Procedures, the facility's General Orders, and evidence-based practices in risk reduction and risk containment. Oversees the implementation of those goals and objectives to include a system of reviewing and evaluating the work of assigned staff to ensure that both quality and quantity of work submitted meets with Departmental expectations. The work to be reviewed includes, but is not limited to: Custody Classification, Internal Classification, Inmate Reviews, Segregation Reviews, Good Time Awards, Program Referrals, Release Plans, Central Monitor requests to add or remove, Admissions, Transfers, Releases, Detainer Process, Clemency Application, Inmate Payroll, TOADS chrono entries, Imaging/Record Keeping, Job Assignment. Works closely with program facilitators (KDOC, contract, volunteer, community, etc.) to ensure offenders of all risk levels have access to and successfully complete recidivism-reducing classes and services. As directed by Deputy Warden of Programs tracks lists of SB 14 Eligible offenders who require Sex Offender Treatment, offenders who are potential candidates for house arrest, and other wise to ensure the offenders are receiving timely recidivism-reducing services and classes.
- Demonstrates knowledge and understanding of and administers the application of Internal Management Policy & Procedures, General Orders, Kansas Administrative Regulations, Kansas Statutes Annotated, Post Orders, Custody Classification Manual, and other relevant policies by providing direction and guidance to staff and opportunities for them to improve their individual knowledge of policy. Knowledgeable of evidenced-based practices in corrections and demonstrates proficiency in risk reduction skills including motivational interviewing and cognitive strategies. Provides assistance, direction, and case management guidance to unit team staff and serves as a role model in the use of risk reduction techniques. Supports the departments IMPP, the facility general orders and evidence based practices in risk-reduction and risk containment.
- Provides supervision of the Records Office to ensure that all data entry is made in a correct and timely manner and that admissions, transfers, and releases are handled in accordance with existing statutes and departmental regulations. Works cooperatively with other classification administrators, the department transfer coordinator, and each facility transfer coordinator to resolve transfer and housing issues to support release planning and risk reduction and to ensure security related issues are considered prior to assignment. Works to resolve issues regarding transfer of those residents with central monitor issues, segregation status and mental health transfers.
- Conducts routine inspections of assigned areas of supervision, taking to staff, observing their performance, reviewing re-entry plans, and interviewing residents to determine unit team, and program provider adherence to the principles of case management/risk reduction and operational needs of the facility. Establishes and maintains effective working relationship with employees at all levels by meeting regularly with Unit Team Managers and Corrections Counselors, to ensure that operational and risk reduction goals are defined and implemented for all residents, staff and volunteers. Participates in providing training to support goals of risk containment and risk reduction.
